RALEIGH - Raleigh police say Dillard Roe Johnson stole gas cards from an engineering company, then hung around gas stations offering motorists fill-ups for $20 a pop. Now police are trying to track down everyone who took advantage of the special offer — possibly hundreds of people.
Johnson, 27, of 507 Dacian Drive was charged Thursday with three felony counts of financial card fraud, three felony counts of breaking and entering into a motor vehicle and one count of financial card theft, according to a Wake County jail spokesman. Police said he broke into work trucks at Bass, Nixon and Kennedy in West Raleigh over the weekend.
Company president Ed Davenport said whoever stole the cards set up an illicit gas business at Triangle gas stations. “By Monday morning, $23,000 worth of gas had been charged on the cards,” he said.
Scott Wilson, the firm’s survey manager, said the cards were used more than 300 times at more than two dozen gas stations in Raleigh, Smithfield, Morrisville, Wake Forest and Youngsville. Gas purchases ranged from $5 to $400, with most falling between $50 and $100.
“He would stay at some stations for more than an hour, moving from pump to pump,” Wilson said.
Bass, Nixon & Kennedy officials learned of the break-ins Sunday morning. Wilson said they were not too concerned because the thieves did not have the cards’ activation numbers. Wilson said he isn’t sure how someone gained the cards’ numbers, though at some stores an activation number isn’t needed to purchase gas at the pumps.
Johnson confessed to the break-ins and card thefts, according to a search warrant made public Thursday.

Statewide series of marches to end in Raleigh as NAACP conference begins
Marchers took to the street this week, calling for the state to make reparations for the 1898 Wilmington riots.
About a dozen people marched to the courthouse in Durham on Sunday. It was one of 13 such marches held across the state leading up to the 65th annual conference of the state NAACP, which starts Thursday.
The marchers are asking state legislators to make payments to the descendants of those harmed in an insurrection that led to the deaths of at least 14 black people and perhaps many more.
The riots were brought to the forefront when the 1898 Wilmington Race Riot Commission report was released in 2006 after six years of study by a state-appointed panel.
The panel found that the riots that led to a government overthrow in Wilmington were started by white supremacist leaders in a conspiracy to strip political power from black people and their allies.
State legislators have apologized for the conspiracy, but the state NAACP and other groups in a statewide coalition are calling for the state to make reparations to the families of those who died or lost their livelihoods as a result of the riots.
“You want to apologize, but you don’t want to share the wealth with these people,” said Fred Foster, head of the Durham branch of the state NAACP. “The only way to bring closure is to set things right.”
The group also seeks reparations for forced sterilizations under a state program aimed at preventing the mentally ill and those with low IQs from having children. North Carolina’s State Eugenics Board presided over a eugenic sterilization program from 1929 until 1974 that sterilized at least 7,600 people, almost all of them women and about 60 percent of them black.

(NewsUSA) - The latest “flavor of the week” in federal immigration enforcement bills is the Secure America Through Verification and Enforcement (SAVE) Act, which relies on the electronic employment verification system (EEVS), which the Department of Homeland Security (DHS) calls “E-Verify.”
EEVS sounds easy. Employees fill out an I-9 form proving that they are authorized to work in the U.S. The employer enters this information into a computer, which searches the Social Security Administration (SSA) and DHS databases. If the information provided matches the database, the employee is eligible to work. If not, the employee has a short time to fix the glitch with SSA; if they do not, they must be terminated.
The SAVE Act would require the country’s 7.4 million employers to participate in a mandatory EEVS program. Currently, 55,000 employers use E-Verify - fewer than 1 percent of employers. Adding over 7 million employers to the E-Verify program would cause widespread chaos:
U.S. citizens would be adversely affected: Employees who receive a non-confirmation from E-Verify are often fully eligible to work. The error may be due to a name change, adjustment of immigration status or a data-entry error. SSA estimates that 17.8 million of its records contain such discrepancies - an error rate of 4.1 percent.
E-Verify spurs discrimination: Contrary to state policy, 47 percent of employers using E-Verify entered their employees’ information before the employee’s first day of work rather than after hiring, as required by law.
These employers, fearful of fines and hassles involved with non-confirmation notices, racially profile their prospective employees to begin with and avoid hiring those who appear foreign-born, or refuse to hire those who do not “pass” the E-Verify test. Others encourage those who receive non-confirmations to not contest them; still others take advantage of the non-confirmation status to require their workers to work longer hours under poorer conditions.
It is clear that E-Verify is not ready for prime time. Neither the DHS nor SSA databases have reached the level of accuracy required for a mandatory electronic employment verification system to function fairly and efficiently. Rather than enacting harsh new “enforcement only” measures like the SAVE Act, Congress should get back to the hard work of enacting smart, workable immigration reform that serves America’s interests by protecting employees and employers alike.

More than 100 attorneys participated in a recent training designed to help them volunteer legal help to low-income families who are dealing with mortgage foreclosures across North Carolina.
The training event was sponsored by the NC Academy of Trial Lawyers, which requested that its members reach out to help individual homeowners who are being threatened with foreclosure or are presently in the foreclosure process and cannot afford legal representation.
“North Carolina homeowners are facing foreclosures in record numbers,” says George Hausen, executive director of Legal Aid of NC. “We are anticipating more than 60,000 foreclosures in North Carolina this year; foreclosure devastates families and undermines community property values. As this trend continues, more attorneys are needed to ensure that homeowners are being treated fairly in the process and that we save as many homes as possible.”
The training, “Responding to the Subprime Mortgage Meltdown: Defending Homeowners Against Foreclosure,” included sessions on the foreclosure process, identification of defenses and optional bankruptcy. Participants heard private attorneys and representatives of the legal services organizations who have partnered to provide mortgage foreclosure representation. Participants are expected to provide representation on a pro bono basis for low-income families who are facing mortgage foreclosure.

This business (Feedzilla.com) is a prime reason for most internet users to have little, or no confidence in using their credit cards online. After signing up for an account at feedzilla this Summer and then finding out that I could get the news feeds for free, I decided “why pay for something that free” I started calling and e-mailing in late August 2007 to cancel my account, first I canceled at the website (feedzilla.com) and I never got a confirmation notice. I then called feedzilla and got a run-arround for my efforts. I checked my bank statements and they took the fee out anyway, so I called again and was told I had to or I should cancel the account by loging in then cancel the account, I had did this already. I sent e-mails, Chat line and each month the fee was withdrawn. I went to my bank and they said I needed a cancelation notice or number but if they keep taking the fee and you can’t contact feedzilla that they would call and confirm it for me. RALEIGH, N.C. - Tax season is nearly here and Legal Aid of North Carolina (LANC) is reaching out to its clients and other low-income persons to provide free, personal income tax return preparation assistance. To qualify for this free service, a family has to have made under $40,000.
“Whether a person worked all year or just a part of the year, they can use this free service,” said Willette Crews, LANC’s Tax Assistance Project coordinator.
The service is sponsored by LANC with the IRS providing oversight under its VITA (”Volunteer Income Tax Assistance”) Program. Trained volunteers will be able to help with special credits, such as Earned Income Tax Credit (EITC), which is refundable federal income tax credit for low-income working individuals and families.
“We want people to take advantage of this free service,” said Crews. “Family budgets are tight and this directly benefits families by saving them money.”
In addition to free tax return preparation assistance, LANC will also offer free electronic filing (e-filing). Individuals taking advantage of the e-file program will receive their refunds in half the time compared to returns filed on paper - even faster if you have your refund deposited directly into your bank account.
Tax preparation services will take place by appointment at 20 LANC offices across North Carolina.
Appointments for tax preparation can be scheduled by calling LANC’s toll-free telephone number, 1-866-219-LANC (1-866-219-5262) or by calling local LANC offices.
